FRWA Intake Facility and Pipeline

FRWA is in the final stages of construction of a new water intake facility and pumping plant on the Sacramento River and 17 miles of underground water pipelines within Sacramento County.

The water intake facility and pumping plant is located on the Sacramento River at the Freeport Bend, upstream of the town of Freeport and about 10 miles south of downtown Sacramento. The pumping plant will divert up to 185 million gallons per day (mgd) of water from the river and pump it through new pipelines to SCWA and EBMUD facilities. The water intake facility will include state-of-the-art fish screens to protect fish populations in the river. Construction of the water intake facility began in January 2007 and is substantially completed.

An 84-inch diameter pipeline runs from the water intake facility to the intersection of Gerber and Vineyard Roads in central Sacramento County. There the pipeline splits into two branches. One branch of the pipeline, 72 inches in diameter, continues east on Gerber Road to the Folsom South Canal in eastern Sacramento County. When operational by EBMUD, water will discharge into the canal and flow to a second pumping plant at the canal’s southern end. The second pumping plant will pump the water through a new 72 inch pipeline in San Joaquin County to the Mokelumne Aqueducts. The water will flow down the aqueducts for use by EBMUD customers. EBMUD will rely on the new facilities to provide supplemental water during dry years only.

The other branch of the pipeline, 66 inches in diameter, heads one mile north of the intersection of Gerber and Vineyard Roads to the Vineyard Surface Water Treatment Plant on Florin and Knox Roads. This treatment plan is currently being constructed by SCWA. When operational in 2011, the plant will treat water for delivery to the agency’s customers in central Sacramento County.

For purposes of efficiency and oversight, construction of the pipeline was divided into four segments. The entire pipeline was installed between 2007 and 2009. Below is a general summary of construction and location information for the water intake facilities and pipelines in Sacramento County.

Intake Facility

Location: West of Interstate 5 on the Sacramento River, upstream of the town of Freeport.

Pipeline Segment 1

Location: Interstate 5 east to Highway 99 in Sacramento County via Cosumnes River Boulevard, Bruceville Road, Timberlake Way and underneath Highway 99.
Pipe size: 84 inches
Timeframe: August 2007 - December 2008

Pipeline Segment 2

Location: Highway 99 east to the intersection of Gerber and Vineyard Roads in Sacramento County via Auberry Drive, Power Inn Road, Elsie Avenue, Wilbur Way and Gerber Road.

Timeframe: July 2007 - July 2009

Pipeline Segment 3

Location: The intersection of Gerber and Vineyard Roads east to the Folsom South Canal via Gerber Road in Sacramento County.
