Luz Gómez was elected to the East Bay Municipal Utility District (EBMUD) Board of Directors on November 5, 2024 to represent Ward 2. Ms. Gómez was initially appointed by the Board of Directors on April 9, 2024 to fill the vacant Board seat due to the resignation of former Director John A. Coleman. The board interviewed five candidates and voted unanimously to appoint Director Gómez, a Latina, tipping the seven-member board to a majority female for the first time in EBMUD’s 100-year history. 

Gómez is chair of the Contra Costa County Sustainability Commission with more than 20 years of experience in public health, air quality, lead poisoning prevention and community engagement. Gómez has managed programs for Contra Costa Public Health and the Bay Area Air Quality Management District and was Chief of Staff to Contra Costa County Supervisor John Gioia. Gómez also was a lecturer at University of California, Berkeley and co-founded the San Ramon Valley Climate Action Coalition. Gómez has been a member of the American Association of University Women San Ramon, San Ramon Library Advisory Committee, Dougherty Valley San Ramon Rotary Club, Lafayette Vision Zero Stakeholder Group, and the San Ramon Valley Unified School District Cultural Responsiveness Committee. Gómez has a Bachelor of Science degree in Community Nutrition from UC Davis, and a Master of Public Health degree from UC Berkeley.

Pat comes to the Board of Supervisors following 16 years on the Elk Grove City Council. His longstanding devotion to serving his community was inherited. Pat hails from a long line of public servants.

His father served in the US Air Force and died in the line of duty when Pat was still young.  Pat's grandfather Harry Hume was City Manager in Chico from 1930-1950 and his mother's family has had a strong presence in Sacramento County for over half a century. His grandfather Jim Guttridge served on the EGUSD School Board for over two decades and was a charter member of the Rotary Club of Elk Grove

Pat grew up in Elk Grove and attended Kerr Middle School and Jesuit High School before receiving his Bachelor's Degree from San Diego State University. He also holds a Master's Degree in Ethical Leadership from Claremont Lincoln University. After college, Pat moved back home to Sacramento County to help the family business following his grandfather's death in 1998.

Pat served on the City of Elk Grove Planning Commission from incorporation in 2000 until he was elected to the City Council in 2006; he went on to serve three additional terms as a Council Member. Through his work on regional boards, including Regional Transit, Capital Southeast Connector Joint Powers Authority and LAFCO (Local Agency Formation Commission), Pat gained deep expertise on transportation and land use issues.

In 2022, Pat was elected to the Sacramento County Board of Supervisors to represent District 5, which includes the cities of Elk Grove, Galt, Isleton and Rancho Cordova, as well as rural farming areas and communities in the southern portion of Sacramento County and the Delta.

As the District 5 Supervisor, Pat currently serves on several Boards and Commissions, including: the Area 4 Agency on Aging Governing Board, the Capital Southeast Connector Authority, the County Leadership Advisory Committee, the Delta Protection Commission, the Freeport Regional Water Authority, the Lower American River Conservancy Program Advisory Committee, the Sacramento Area Flood Control Agency (SAFCA), the Sacramento Area Sewer District (SASD), the Sacramento Central Groundwater Authority, the Sacramento County Water Agency, the Sacramento County Water Financing Agency, the Sacramento Metropolitan Air Quality Management District Board of Directors, the Sacramento Metropolitan Cable Television Commission, the Sacramento-Placerville Transportation Corridor JPA, the Sacramento Public Library Authority Governing Board, the Sacramento Regional County Sanitation District (SRCSD), the Sacramento Regional Transit District, the Sacramento Transportation Authority (STA)/Sacramento Abandoned Vehicle Service Authority (SAVSA), the Sacramento Valley Basinwide Air Pollution Control Council, the Sacramento-San Joaquin Delta Conservancy, and the South Sacramento Conservation Agency Joint Powers Authority.

Pat and his wife Lisa are active in​ the community and enjoy traveling and spending time with their dog, Diego. Pat also volunteers his time to serve as an auctioneer for many local non-profits as a way of helping others do their good work.

Patrick Kennedy, a fourth generation Sacramentan, was first elected to represent District 2 on the Sacramento County Board of Supervisors in June, 2014. He was re-elected in 2018 and 2022.

As a member of the Board of Supervisors, Patrick is a leader on Homeless issues, law enforcement oversight and reforms, affordable housing, mental and behavioral health, climate action, flood protection, and transit. He serves on the following boards and commissions (partial list):

Prior to his election to the board, Patrick served on the Sacramento City Unified School District Board of Education from 2008 to 2014. Among his many accomplishments on the school board, he started the Healthy Foods Task Force, enabling thousands of school children, particularly those from very low income households, to eat healthier and locally sourced meals at breakfast lunch and dinner throughout the year.  He led efforts to develop one of the nation's most far-reaching anti-bullying policies and transgendered student​ policies.  He also chaired the successful bond campaigns, Measures Q and R, to raise $410 Million to improve Sacramento's schools and student health.

In addition to his service on the School Board, Patrick has been a member of the California Bar since 2003, specializing in the construction industry.

Patrick served on the Sacramento City Planning Commission from 1993 to 2004. He also served on Sacramento Housing and Redevelopment Agency's Oak Park Project Area Committee, the McClellan AFB Reuse Planning Team, and the South Sacramento Regional Transit Alternatives Citizens' Advisory Board and a number of SCUSD committees.

Patrick's long record of community service includes serving as President of the Oak Park Neighborhood Improvement Association, founding president of the Hollywood Park Neighborhood Association, and a Board Member of Sacramento Self Help Housing, The Health Project, the Sacramento History Foundation, and the Historic California Governor's Mansion Foundation.

As Associate Director for Statewide Initiatives for the President of the University of California and the Digital California Project from 2001 to 2004, Patrick advocated for improved technology access for California's K-12 students, bridging the "digital divide" to serve those children with the greatest needs.

From 1991 to 2001, Patrick worked for the Sacramento Municipal Utility District (SMUD), where he managed a statewide effort to commercialize and promote battery powered, zero emission vehicles.

While receiving his degree in Government from Sacramento State University, Patrick worked for former State Treasurer Phil Angelides and U.S. Representative Robert Matsui.  He later attended law school at night while raising a young family, graduating from Lincoln Law School of Sacramento in 2001.

Patrick grew up in Sacramento County's District 2.  He and his wife Judy, an artist and special education teacher, raised their four daughters in Hollywood Park and currently live in the Pocket / Greenhaven neighborhood with their four legged friends, Liffey and Fergus.

Jim Oddie was elected to the Board in 2024 and represents Ward 5, consisting of the City of Alameda, portions of the city of Oakland (West Oakland, Chinatown, Jack London Square, Brooklyn Basin, Jingletown, and the Oakland Airport area) and portions of San Leandro and the community of San Lorenzo. 

Mr. Oddie served as a member of the Alameda City Council from 2014 through 2020 and also spent over six years as District Director for then-Assemblymember Rob Bonta, serving the communities in Ward 5. Currently, Mr. Oddie is a Vice President and General Counsel of a small technology company and holds a J.D. from the University of San Francisco Law School, an MBA from Loyola University of Chicago, and a B.S. from Indiana University.  Born and raised in the Chicago area, Jim has called the city of Alameda home since 1997.

Lisa serves as the District 1 City Councilwoman for the City of Sacramento, joining for only the second time in Sacramento’s history a female majority council. Lisa is also a small business owner, attorney and girl scout mom to her daughters’ troop.

Prior to being elected to the City Council in 2022, Lisa served for 20 years as a Natomas School Board member, including 12 years as an elected delegate and leader on the CA School Board Association.

In 1997, Councilmember Kaplan moved to Sacramento to attend McGeorge School of Law. Thereafter, Lisa began her career working at the California State Capitol serving several Assemblymembers, before moving into an advocacy position, and then as a constitutional appointee to the State Allocation Board, before opening her own small business.

As a Natomas School Board Trustee, Lisa was instrumental in leading the passage of 4 school bonds, contributing to the construction or modernization of every school in Natomas, including each of its charter schools. As Board President in 2020, Lisa proudly led Natomas USD through the pandemic focusing on safety, equity and access. Her leadership helped provide much- needed access to childcare, healthcare and day-to-day meals for NUSD students and families.

As a Councilwoman, Lisa is Chair of the Personal and Public Employee committee. She’s led the city in establishing new processes and procedures for Boards and Commissions to increase their voice, appointment of Vacant Council positions, hiring of Charter appointees and accountability. Lisa currently serves on more than ten boards and committees for the city focusing on transit, water, flood and sanitation.

CM Kaplan wears many hats as a wife, mother, Councilmember, and attorney, to name a few, and making time for her family and the needs of her community take priority. She has a deep passion to serve, to collaborate, and to help improve the lives of others through her dedication, hard work, and a listening ear. Her experiences and challenges throughout her life have helped guide the tenacious woman she is today. Always ready to fight for what’s right and for those without a voice.

Andy Katz was elected to the East Bay Municipal Utility District (EBMUD) Board of Directors in 2006, re-elected in 2010 and appointed in 2014 and 2018, to represent Ward 4, which includes Albany, Berkeley, El Cerrito, Emeryville, Kensington, and North Oakland. He served as EBMUD Board President from 2013 to 2014.

Andy is an environmental and workers’ rights attorney, a Lecturer at the UC Berkeley School of Law, and is a former Chair of the Sierra Club California. Prior to his election to the EBMUD Board, he served for five years as a member of the City of Berkeley Zoning Adjustments Board. He is currently Chair of the Berkeley Community Health Commission. 

He has supported EBMUD's efforts to expand water conservation programs and recycled water projects, protect water quality, and expand efforts to protect our climate, including EBMUD's policy to reduce water system emissions to zero by 2030, appropriately sited solar energy pn watershed lands, and converting food scraps into renewable energy. He initiated the policies protecting tenants in apartment buildings from water service termination, and expanding eligibility and outreach for the Customer Assistance Program, which provides affordable rates for low-income households. 

He has a Bachelor of Arts degree and a Master of City Planning degree from UC Berkeley, a law degree from Santa Clara University, and lives in Berkeley.

Growing up, Rosario learned about the value of hard work, the power of education, the importance of giving back - and the commitment to treat people with respect and dignity while demanding accountability and results.  Those are the values that propelled her to become a healthcare executive, entrepreneur, restaurant owner, community leader, City Councilwoman and Mayor. 

Rodriguez was elected to the Folsom City Council in 2020 after serving on the Historic District Commission for three years. She previously served as a board member for the Folsom Chamber of Commerce, the Twin Lakes Food Bank, and the Folsom Economic Development Corporation.

In 2016, she launched a San Francisco-style taqueria in the Folsom Historic District.  As a small business owner, Rosario understands the challenges businesses face and the need to partner with them to help them thrive with the support of the community and city government.
