The East Bay Municipal Utility District (EBMUD) is a publicly-owned utility that provides water to 1.3 million customers in parts of Alameda and Contra Costa Counties in the East Bay area of California. EBMUD’s water supply comes from the Mokelumne River watershed, located approximately 90 miles east of Oakland in the foothills of the Sierra Nevada mountains. EBMUD can complement its aggressive water conservation programs by utilizing FRWP water when needed in dry years only, estimated to be three out of every 10 years.

The Sacramento County Water Agency (SCWA) supplies water to approximately 35,000 customers in the central part of Sacramento County. SCWA has historically relied on groundwater to supply drinking water to its customers. With the FRWP in operation, the agency can supplement groundwater use with surface water supplied by the FRWP and minimize the affect on the groundwater table in central Sacramento County.
